GERMAN FEAR OF DEFEAT
WARNING TO PEOPLE. * SPREADING OF RUMOURS. A. and K.Z. AMSTERDAM. Sept. 8. General von Linsingen has issued a proclamation warning tho people of Berlin that if they spread unfounded rumours or doubt the truth—meaning the German official communiques— will render themselves liable to a year's, imprisonment. The proclamation added that there was too much silly treacherous prattle about the extent of the enemy's successes, and doubt was being cast on the resisting power of the German Army. Similar proclamations were issued at Breslau, Hallo and Weimar.
