HAPPENINGS IN RUSSIA.
kAiser holds a conference. (Received 6.6 p.m.) Renter. LONDON, Aug. 10. It is stated that the Bolsheviks have arrested Mr. Robert Lockhart, British Consul-Goneral at Moscow, as a reprisal for the alleged firing upon Soviet members at Archangel. The British Government has demanded the release of Mr. Lockhart. It is believed the British and French Consulate staff have also been arrested. Australian and N.Z. Cable Association. (Reed. 6.5 pjn.) COPENHAGEN, Aug. 9. Herr Helffrich, formerly German Minister for Finance, and now Ambassador at Moscow, has been arrested. Berlin reports state that the Kaiser and the Chancellor are conferring on the situation in Russia,
