LONDON, Aug. 9.
Lord Robirt Cecil, Assistant-Secretary for Foreign Affairs, declared to-day that his conception of the League of Nations was that each nation agreeing to participate would sign an undertaking to allor a period to elapse for discussion, and submit their disputes to arbitration by an international tribunal. Ho added that each nation would agree not to resort to arms, this principle to be enforced by economic pressure.
