A Japanese officer, General Eikiso Otani, has been appointed Commander-in-Chief of the allied expedition to Siberia. TOKIO,.Aust. 9. The Premier, in an interview, said that conditions might arise under which it would be necessary for the Allies to despatch additional troops to Siberia. The country must, be prepared for any emergency. ,
