The State Deportment has been officially informed that M. Lenin, in a speech, declared that a state of war existed between Russia and the Allies. When the allied Consuls in Moscow asked tho Commissary of Foreign Affairs, in Tchitcherin, for an explanation, the latter said that M. Lenin meant that Russia was in a state of defence regarding the Allies, but desired to continue relations with them, as with Germany.
