FINANCIAL WORLD FEELS EFFECT OF THE SUCCESS.

The F.-ench and British successes have caused an upward trend on the Stock Exchange. The first issue of Liberty loan bonds sold above par, which is a world's record. The Washington correspondent of the New York Times states that the opinion of military officials is that the startling rapidity of the advance in Picardy, following other allied successes, will force the German High Command either to use up the reserves in a pitched battle in the attempt to block the Allies, or to retreat to the old lines occupied last March. General P. C. March, Chief of the General Staff, states that the time has now arrived on the west front for the greatest allied blow. Foch intends to keep on striking. Any suggestion that the end of the war is near is unfounded, but the time has come to keep the enemy running. The passing of the initiative to the Allies is allimportant at this stage.
