LONDON, 3une 22. Rotter's correspondent at Moscow says that the President of the Soviet Commission appointed to combat the threatened counterrevolution openly admits that tho commission ordered numerous executions becauso an organised reign of terror in the form of executions is indispensable at the present stage of the revolution. Maxim Gorky's newspaper denounces these modern inquisitors, and reminds them of the fata of Robespierre.
