WISHES OF THE PEOPLE. CLAIM FROM BERLIN. Australian and N.Z. Cable Association. (R«cd. 8.45 p.m.) AMSTERDAM, April 14. An official Berlin messago reports that the State Councils of Livonia, Esthonia, Riga, and Oesel Island have- jointly carried resolutions to the effect that they desire to become, with Cotirland, a part of the German Empire, under a common constitution.
