Tho Russian Government has sent a Note to Berlin declaring that the offensive of the Turkish troops on tho Caucasian front was followed by tho murder of tho whole Armenian population, women and children being killed without mercy and their property plundered and burnt. Tho peace treaty which the Russians were forced to sign at Brest Litovsk left the determination of the future destiny of tho people of the provinces of Ardilan, Kars, and Datoum to the people themselves. Recent events testify to a renewal of the old policy of annihilation of the Armenian people. Responsibility for all horrors which the Armenian population is now Buffering in tho regions already occupied by the Turkish troops lies with the German Government, which directly helped Turkey to securo these regions. The Russian Government insist on the immediate energetic' intervention of Germany in the Caucasus, stopping further murders and annihilation.
