BRITISH ARRANGEMENTS. EXPEDITING THE FLOW. A. and N.Z. NEW YORE, April 11. Sir John Foster Fraser, in a speech t<wlay, said that the British Admiralty/, had completed arrangements 'by which America would now be able to quadruple the number of troops hitherto sent to Frince. There was every indication that America would have a million and 6-half troops in France by Christmas.^ - The Government will immediately assume control of all American coastwise shipping, docks, and warehouses.'
