HOUSE OF REPRESENTATIVES LOCAL BILLS PROCEDURE. [BY TELEGBAra.—rRESS ASSOCIATION.] WELLINGTON. Thursday. The House of Representatives met at 2.30 p.m. The Prime Minister gave notice of his intention to move that Local Bills bo introduced this session though all formalities had not been complied with, and proceeded with next session aa from the stage they reachod this session, without being advertised. Replying to Mr. Reed, Sir Joseph Ward said he would inquire into tho proposal that soldiers tontine life insurance policies should be kept in forco as though the soldier was still alive. If anything was to be done, tho provision would have to go into tho Finance Bill. The difficulty he saw at the moment was that such a step would vitiate tho first principle of the tontine system, but if it could be done, no doubt it should be done. Replying to Mr. J. 8. Dickson (Parnell), Mr. Massey said if it were necessary that tho Government should intervene to regulate the price of butter, it would do so. Regulations to deal with tho whole position would bo gazetted in a few days. After the dinner adjournment the Finance Bill was introduced by Governor's Message. The Minister for Kinanco claimed urgency, and moved the second reading. Tho debate was adjourned at 11.25 p.m. until 11.30 a.m. to-morrow.
