FACILITIES TO GERMANY. BROKEN AGREEMENT. A. and N.Z. LONDON, Oct. 14. Holland had agreed to stop the transmission of German concrete material through her territory from August 15 until early in 1918. Later she decided, without Britain's assent, to continue until November 15, and then stop until the middle of March.
