PLANS FOR AFTER WAR.

REPLACING LOST TONNAGE. Times LONDON, July 17. An important project intended to recover Germany's lost shipping position after the war has been launched in the Reichstag. It is a measure providing for the rebuilding of over 2,000,000 tons, to replace merchantmen destroyed by the allies. The German Government will not lend but will find the money for shipbuilders for this purpose, and is also making funds available for the upkeep of interned vessels. The Government and the Bremen and Hamburg shipping magnates have been in conference for months on this scheme, which aims at restoring in nine years Germany's pre-war strength in merchantmen.

It is stated that the enemy has destroyed or seized more than 2,000,000 tons of German shipping, the amount blockaded in neutral waters is 1,000,000 tons, and that war-bound in German harbours is 2,000,000 tons.
