Sir, —Being _ the, unfortunate owner of property : within"' the _ city I feel impelled to endeavour to ventilate a grievance suffered by a large "number of city ratepayers.': A notice is sent out t>y the council demanding water rales six months in ad-' vance to bo'paid within 14 days or the water may: bo cut , off. .In the' first placo the" time is ridiculously short. A person may .be out of town for - a longer period and never see the notice. It' should also bo more explicit, and riot" left to the whim of; any ■: official Jto rush round 1 and cut of! the supply' before three months of the time r has ■ expired.
