The Note declares that neutrals have no rights apart from being informed of the nature of the belligerents' measures to enable them to prevent their subjects travelling in enemy vessels. Neutral subjects must take the con sequences if they travel in the piehibited zone. Austria says she will welcome co-operation by the I'nired States to protect life by warning Americans not to enter the prohibited zone. WASHINGTON, March 6. The President's attitude is not yet officially known, but circles usually in his confidence think he will not break unless Austrian submarines make attacks.
