ADHERES TO GERMANY. DENIES NEUTRAL RIGHTS. A. and N.Z. Cable. AMSTERDAM. March 6. The Austrian reply to the United States Note of protest against unrestricted submarine warfare has been published here. It alleges that British violations of international law were the starting point of the unrestricted submarine policy, which AustriaHungary endorses. The Note declares that neutrals have no rights apart from being informed of the nature of the belligerents' measures to enable them to prevent their subjects travelling in enemy vessels. Neutral subjects must take the con sequences if they travel in the piehibited zone. Austria says she will welcome co-operation by the I'nired States to protect life by warning Americans not to enter the prohibited zone. WASHINGTON, March 6. After the first reading of the Austro-Hungarian Note Government circles interpret the reply as an effort to placate both Washington and Berlin. The President's attitude is not yet officially known, but circles usually in his confidence think he will not break unless Austrian submarines make attacks.
