SECRETARIES TO CABINET.
A NEW DEPARTURE. United Service. LONDON, Jan. 3. The appointment of Sir Maurice Hankey, Sir Mark Sykes, and Captain Amery as secretaries to the Cabinet is an unprecedented constitutional departure. Only the Prime Minister has hitherto been empowered to take a note of Cabinet proceedings and report to the King.
