NEW APPOINTMENT.

A message from Bprlin states that the Kaiser has removed General von Holienhorn from his position as Prussian Minister for War, and appointed Lieuten-ant-General von Stein as his successor. General von Hohenhorn has been given a command in the western army group. The change has been made for the purpose of securing a Minister for War familiar through personal experience with the requirements of the armies in the field.
