Hughes, Federal Prime Minister, in a long manifesto, appeals to the people to make thrs supreme effort to supply the necessary reinforcements. Great Bri,tain, .New Zealand, and Canada are ; calling up more men," he says. "Australia must make the same sacrifice. ' The British forces, excluding, the Dominion and Indian troops, are well over ,5,000,000. In the same ratio Australia should have an army of 500,000 instead of under 3(0,000, besides which Great Britain has nearly 4,000,000 engaged in mak-1 ing munitions. Great Britain has thus put 9,000,000 into the fight, and is still calling up men. How can we say we are asked to do more than our share ? We must get more men.' Unfortunately it is only too apparent that the voluntary system will not insure them-"
(Received 10.15 p.m.) MELBOURNE, Sept. 18. Referring in his manifesto to the | Government's forthcoming financial proposals, Mr. Hughes emphasised * the necessity of sacrificing both men and wealth for the welfare of the State. He says: "The Government will not hesitate to call upon wealth to bear equally a sacrifice with manhood. No man will be allowed to make a profit out of the war." The manifesto concludes: "If Australia fails on October 28, democracy labour will have failed. Australia must not fail. In the mime of the Australian demoracy I adjure every man and woman' to vote 'Yes.' "
