RESIGNATIONS EXPLAINED.
REFORMS IMPOSSIBLE.

The resignations from the Air Committee of Lord Montagu of Beaulieu and Lord Derby were explained by Lord Montagu in a speech at Birmingham. He said they had resigned because they were powerless to effect real retorms, as recommendations by the committee had to be unanimous. This was impossible. He believed that the war would bo largely decided in the air and under the sea.
