CIVIL POPULATION" OF ALTKIRCH ORDERED AWAY. REPORTED CLOSING OF THE SWISS FRONTIER (Receired Dee«mber 9, 11 p.m.) Beevb, December 8. Owing to heavy movements of German troops towards Alsace, the Swiss-German frontier has been closed. The civil population of Altkirch have been ordered to abandon the city.
