RECRUITING CAMPAIGN.
EARL DERBY'S SCHEME.
CIVILIANS THE MEDIUM.

London, October 16.
The Director of Recruiting, Earl Derby, proposes to make civilians responsible for bringing in recruits. He hopes to create representative civilian bodies in various centres, and purposes to institute canvassing by suitable men. He asks municipal and civic authorities to cooperate with him.
Earl Derby estimates -that the compilation of returns available under the recruiting scheme will be completed by November 30.
