FRANCE PREPARING NEW ARMY FOR THE SPRING.
SEVEN HUNDRED THOUSAND NEW BLACK TROOPS.
RECRUITING IN COLONIES AND PROTECTORATES.
(Received September 10, 7.30 p.m.) Paris, September 11.
When the Chamber reopens next week a Bill will be introduced to enable France to place in the field next spring a well-trained army of at least 700,000 new black troops. All the colonies and protectorates will be recruited. The governors of the colonies estimate that Madagascar will contribute 40,000 men, Algeria and Tunisia 70,000, and Indo-China 280,000.
ALTERATIONS TO GERMAN MILITARY LAW.
REJECTED MEN TO BE CALLED UP. 'Received September 12, 9 pm.) Copenhagen, September 11. It is estimated in Berlin that the alterations to the German military law will add 300,000 to the army- Fresh alterations to the law are ready if the additions are not sufficient.
The Reichstag recently passed a Bill adding the words "in peace time" to clause five of the conscript law, which enacted that men once rejected for military service were always exempt.
