The Times' -Parliamentary correspondent says: " Mr. McKenna's first Budget as Chancellor of the Exchequer promises to be the most terrific instrument in our fiscal history. It will probably include a surtax on Avar profits and an increase in the income tax such as was undreamt of a year ago."
It is anticipated that the new War Loan Bill will be introduced on Monday.
