REPORTED AGREEMENT.
GERMANY SHUT OUT. (Received April 5, 2 a.m.) Paris, April 3. Advices from Petrograd state that China transfers to Japan all Germany's former rights in Shantung. The agreement is said to preclude Germany from acquiring colonies or spheres of interest in China.
