ENEMY ON HIGH SEAS.
PLOT ON FRENCH STEAMER. Paris, March 31. When a man named Raymond Swoboda was arrested incriminating documents found on him showed that he had been selected to blow up the French steamer La Touraine, which recently met with an accident while crossing the Atlantic. It was thought at the time that the Touraine had struck a mine. Swoboda, who represented himself to be a Russian going to Paris, where he had long been resident, was a passenger on the Touraine.
