GERMANY ENLARGING HER PIRATICAL FLEET.
MORE SUBMARINES BUILDING IN THE BALTIC. THREAT TO BLOCKADE ENGLAND WITH MINES. Amsterdam, March 31. The Lubeek shipbuilding yards, on the Baltic Coast of Germany, are concentrating on the construction of submarines which a naval officer states show many improvements. The newest and best type has not yet been utilised. German papers contain a lecture by Maximilian Harden prophesying that immediately the radius of action is extended larger submarines will be used for wholesale mine-laying. England will thus find herself in a new circle of mines, which will put an end to her mastery of the sea.
