China ha? agreed lei grant Japan mining rights over a portion of Manchuria and preferential rights as to railway constructing in Southern Manchuria and also employment to Japanese police. China undertakes not to pledge the taxes of Southern Manchuria as security for foreign loans. 'I he Japanese are. to Iks free to reside on their own land and trade freely in Southern Manchuria,
