COPPER FOR NEUTRALS.
BRITAIN'S ATTITUDE.
GUARANTEES REQUIRED.
London, November 13.
The Daily Telegraph's Washington correspondent says that Sir Edward Grey has informed Mr. Bryan that Great Britain will permit copper shipments nor exceeding the usual consumption to neutral countries contiguous to Great Britain's enemies if a guarantee be given that the copper will not find its way into the hands of the enemy.
