KAISER MAKING WAR.
HIS BUSY HEADQUARTERS. SURROUNDED BY EXPERTS. (Received October 26, J. 30 a m.) Petroorad, October 25. It is semi-officially stated that the Kaiser's headquarters in France resemble a thickly-populated centre. The personnel of his staff numbers 1500, besides a convoy and many servants. In an adjacent suite, are the members of the War Cabinet, the general staff, foreign attaches, and representatives of the German and Austro-Hungarian Governments.
