horses of his racing stable as army remounts at the rate of £40 apiece, though one is valued at £2000. Rothschild Bros, have given £40,000 to the National War Fund. Cabinet has decided to grant the wives of soldiers Is Oj-c! per day, and 4|jd for each child below the age of 10.

The Government has undertaken io make no objection to the J. Picrpont Morgan Company underwriting a loan of several hundred million dollars which Franco proposes to raise.
PRESIDENT DISAPPROVES. (Received August 1", 12.5 a.m.) Washington, August 10.
The President, Mr. Wilson, has formally disapproved of the Morgan Company's proposed underwriting of the loan for France, holding that it is not a neutral action.
