EFFECT OF GERMAN POWER.
FREEDOM THREATENED.
London, August 10.
Tho Times, in a leader on the war, says the Americans are beginning to appreciate the fact that Germany's rise to a power and influence hitherto enjoyed only by Great Britain, would be a development inimical to American interests in the Caribbean Sea, in South America, and in the Pacific.
This rise would also menace the position and freedom of the United States as a world Power.
