London, July 16. The House of Commons in considering the Finance Bill in committee has agreed to Mr. Lloyd George's now clause making husband and wife each responsible, respectively, for their shares in the income tax, and preventing distraint of the husband's goods because of tho nonpayment of his wife's income tax.
