Berlin, July 16. Prominence is, being given to a telegram in which the Crown Prince expresses tho wish that tho widest circulation should bo given to a pamphlet by a retired army officer, Colonel Frobcnius, which declares that France's and Russia's military preparations will have so far advanced by 1915 that invasion by the mightiest armies over seen in the world must daily be expected.
Tho writer adds: "In that fateful hour lot Germany and hor allies strike.".
