PROPOSED AMENDMENTS.
ALLOWANCES TO MEMBERS. [n? TELEGRAPH.— CORRESPONDENT.] Wellington-, Thursday. The Harbours Act Amendment Bill, which was circulated to-day contains a provision that a board may, by resolution passed at a meeting at which all members are present, agree to pay any of its members a special allowance of £1 Is for each day's attendance at the board, in-addition to reasonable expenses actually incurred in travelling to or from meetings or upon any other board business. The Bill provides, in regard to the system of voting by the payers of dues, that " where such dues have been paid by two or more persons jointly, only .one of such persons shall bo entitled to vote in respect of such payment."
, The Act of 1910 provides that " the power of voting shall be exercised by the registered owners or part owners of any ship registered at tho port." The new Bill proposes to insert the word "British" before the world " ship." Evory candidate at an election must make a deposit of £3, which will be forfeited if he fails to poll one-eighth of the votes polled by the successful or the lowest successful candidate, as tho case may be.
An important addition is to section 14 of the Amending Act of 1910, which states that where an election. is held' simultaneously with a local body election, the board .shall not have to pay more than tho actual cost of advertising and printing in connection with the harbour board election— of the cost of- printing the roll—together with 10 per cent, of the actual expenses incurred Dy the local authority in conducting its own and the harbour board elections, exclusive of the cost of advertising and printing.
