BATHING BY-LAWS.

Provision for future . regulations governing the bathing on beaches is made in the .Harbours Amendment Bill introduced into Parliament by the Minister for Marine, the Hon. P. M. B. Fisher. The measure provides that where a foreshore, whether within the limits of a harbour or not, is hot vested in any harbour board or other local authority, the Governor, may, by Order-in-Council, for a period not exceeding 21 years, grant the control of part or parts thereof to any local authority, domain board, or persons acting as /trustees for the inhabitants of the locality on such conditions as may be prescribed. The authority to which control is granted may make by-laws for the preservation and control of the foreshore. Such authority may also erect baths and bath-houses on the foreshore, and fix charges and make bylaws,' subject to the Minister's approval, regulating their use..' •
The Governor, by Order-in-Council, may authorise any local authority whose • district borders on any foreshore to mako bylaws for the proper conduct of persons, bathing in the vicinity of such foreshore, and may empower the local authority- to delegate the right to make such by-laws to any surf-bathing club. <
