COMPLAINTS IN BRITAIN.

London, June 28. Replying to allegations ci unfair treatment of investors in the' West Australian Midland Railway, Sir Newton F. Moore has written a long letter to the Observer, setting out the circumstances of the company'a concession justifying the construction of the Wogan Hills-Mullewa railway, and the taxation of. .the, Midland Company.
The Observer insists that the cotk ditions were altered to the detrii ment of shareholders.
