ENVER BEY'S APPOINTMENT.

Constantinople, January 8. The new Minister for War (Enver Bey) has appointed himself Chief of the Staff.
The Tanin states that the High Military Council has been suppressed. Economies amounting to 3,000,000 Turkish pounds (about £120,000) are promised in 1914.
