THE SIEGE OF TAMPICO AMERICAN REFUGEES. •NO VESSELS AVAILABLE. By Telegraph.— Association.-Copyrlght. (Received December 13. 12.25 a.m.) Washington, December 12. The State Department has been informed that the British and German residents at Tampico have taken refuge on British and German vessels. Thj Constitutionalists are reported to be making a heavy attack on the city. No American vessels are available for the American refugees. POWERS TO DICTATOR. RAISING A SMALL LOAN. Mexico City, December 11. A Bill has been introduced into the Chamber of Deputies, authorising General Hucrta to assume full powers to conduct the affairs of the Departments of War, Finance, and the Interior. The Chamber has authorised the raising of an internal loan of 100,000 pesos. The Leader of the Roman Catholic party expressed 1 the conviction that a dictatorship was the only thing that could now save Mexico.
