SPEECH BY MR. HERDMAN.

[BY TELEGRAPH. —rRESS ASSOCIATION.] Wellington, Tuesday. The House met at 2.50 p.m. The Excise Tariff Bill (Mr. McCallum) and the Distress Limitation Bill (Mr. Hindmarsh) were read for the first time. The Copyright Act Amendment Bill was introduced by Governor's Message, and read for the first time. Mr. G. R. Sykes (Masteiton) continued the debate on the Address-in-Reply. Heurged the judicious spending of loan money and opening up of trade channels in different parts of the world. Mr. A. M. Myers (Auckland East) criticised the statements made concerning appointments by the Mackenzie Government to the Council after they had obtained office by a trick. He held that the Mackenzie Government was constitutionally entitled to office. He thought the Governor's Speech a colourless document. He ■was surprised to rind a scantiness of reference 10 the visit of the New Zealand. He regretted no reference had been made in th*-; Governor's .Speech to the important matter of representation on the Imperial Defence Council, and the important matter of town-planning. The Hon. A. L. Herdman defended the Public Service Act. He agreed that the railways should bo under the Commissioners, but'under a separate commissioner, as was done in Victoria and New South Wales. Such a colossal affair as our railways could not possibly be controlled by the three commissioners. He favoured railway commissioners, but his colleagues differed. Mr. Herdman then proceeded to rebut statements regarding the Waihi strike. Speaking on the subject of the Public Trust Office lie said that it had been stated that the recent inquiry had been made at the instigation of the Irfwyers to bolster up the legal profession. This was quite untrue. Mr. H. Atmore (Nelson) criticised the Hon. A. L. Herdman's administration of the Police Department, and defended the formation of the police association. Mr. J. Payne (Grey Lynn) criticised the Government for what be* described as doing the things which they had condemned , in their predecessors. Mr. A. Harris (Waitemata) moved the adjournment of the debate, and the House rose at 11 p.m.

.': Wellington, Tuesday. ■ : The Council met at 2.30 p.m. . The Hon. O. Samuel moved the second reading of the Commercial Bank of Australia "Ltd. Bill, authorising the bank to issue notes in New Zealand. The second i.reading was tarried on the voices. ..:•• The Hon. W. Eamshaw asked leave to withdraw his notice of motion, asking for . a ; commission to inquire into the condition of the mines and the health of the miners -working in this country, as he found that ~: the matter kid already been "dealt with by the .Mines Commission. The Hon. Dr. Collins gave notice to move, "That the 'Council regards with anxiety the spread of smallpox in Sydney, and asks that the Government enforce the provisions of the Public Health Act. 1908. in regard to vaccination." The Hon. H. D. Bell gave ■notice of his intention to introduce the Legislative Council Bill. 1913, on Wednesday. The debate on the Addrees-in-Reply was Tesumed by the Hon. W. Beehnn, who urged that the Government should investi- ; gate the truth of the allegations made ; concerning land aggregation. The Hon. 0. Samuel devoted his remarks to a criticism of the proposed reform of the Legislative Council, and to "urging the encouragement of the petroleum industry. • - The adjournment of the debate was moved by the Hon.""C. M. Luke, and the -Council rose at 4.40 p.m.
