PRECARIOUS TENURE.
SMALL MAJORITY IN THE CHAMBER. By Telegraph.—JPreii, A»oci»tlon.— Paris, March 26. M. Barthou, the new Premier, outlined his programme in the Chamber 'of Deputies to-day. He upheld the three years' military service system, and said that he would afford the Chamber full liberty to discuss the measure. The Government would not sacrifice its honour and responsibility. The speech was marked by much uproar and interruption. A vote of confidence was carried by a small majority. The tenure of the Cabinet is regarded as precarious.
