PUBLIC SERVICE CONTROL.
BRINGING IN THE NEW SYSTEM.
The new system of administering the Public Service by a Board of Commissioners, will como into full operation on April 1, but during the first three months of the year the Commissioners will be engaged upon their duties. Non-political control of the service was advocated by the present Minister for Justice for several years, and his proposals are now embodied 'in statute law. Reference to the matter was made by Mr. Herdman in an interview last evening. " As far as I am able to gather," he said, " from communications I have received and from expressions of all shades of public opinion, the selection of Commissioners is viewed with great favour. Their appointments date from January 1, and during the threo months from that date they .will be engaged in drafting regulations, preparing for the classification, and the grading of the officers in the service. I expect that by April 1 they will have completed the preliminary work, so that the new system can be brought into operation smoothly with the beginning fit the new financial year."
