(Received February 28, 9.15 p.m.) • Pekin, February 28. j Republican delegates from Nanking (the Republican capital) have arrived in Pekin to discuss the personnel of the coalition Government to be formed under the Presidency of Yuan-shih-kai. It is expected that Pekin will remain the capital, although it was lately conceded to the Republicans that Nanking should be the capital of the Republic. Yuan-shih-kai has informed Dr. Sun-yafc-sen (Republican leader, who retired from the provisional Presidency in favour of Yuan) that international bankers have lent China 20,000,000 taels. Yuan is sending 4,000,000 taels to pay 300.000 Republican troops, who otherwise would prove a national danger.
