Ho ought to have been promoted, and the Department could have had its rsmedy had it seen fit. He said he bad to work such long hours that he had no time for study. The appeal was iis-< missed. John Cheeseman, signal and interlocking inspector, Wellington, appealed against his , non-promotion from Grade VIL to Grade VL, first division. The matter was ai*' journed sine die. George Thomas Benefield, cadet, kacmb* tiro foreman's office, Wanganui, appealed against the withholding of his annual iscreate of salarj* for nine months, owing to his absence from duty through an accident sustained outside the Department.
