Dr. J. W. Barrett, of Melbourne, speaking upon the child-saving problem, said that between October and March next 700 or 800 babies in Victoria, principally in Melbourne, would be swept off by .infantile diarrhoea. This was to be the result of the insanitary conditions under which cow's milk would be delivered in the city. By the time it reached infants it was eight or nine hours on the way to decompose tion, and, as a factor for the producing of mortality amongst the infants it was very little inferior to strychnine.
