New York, January 22. Those why are negotiating the reciprocity treaty, between Canada and the United States announce that an understanding has been reached and details will be published probably on Thursday. It is not known whether the agreement will be ratified in treaty form or as a. simple joint resolution of the American Congress and the Canadian Parliament.
