The newspaper Siecle says that English Radicals are . evidently . seeing ground for an understanding with Germany which will permit of., the reduction of naval and military expenditure. This tendency , does not prevent the British Cabinet realising the gravity of the international situation, and taking measures to assure Britain's safety.. .'
The Siecle adds that public opinion would not waver if the Governments of England, France, and Russia had shown clearly that the policy. of the triple entente really exists.
