London, November 9. The Conservatives are inaugurating a campaign in Lancashire, in connection with the meetings • of the National Union of Conservative Associations, to be held this month. Mr. Balfour, in his speeches, will deal with free trade. A number of leading Unionists will'also speak at mass meetings.
The campaign is being organised in the belief that the conversion of Lancashire to tariff reform is essential to a Unionist victory at the coming election.
