SHOTS AT A BALLOON.
THE FRONTIER INCIDENT. By Telegraph— Association.— Berlin, August 23. In connection with the incident which occurred on the 11th inst., when Russian guards fired on a German balloon which was crossing the frontier, it is stated that one of the bullets passed through the balloon, while it was still over German territory.
The facts have been forwarded to the German Foreign Office.
