NIHILISTS IN LONDON.
A SECRET CONGRESS. [FROM: OCR OWN' CORRESPONDENT.] London, August 14. Fob the past 12 days a conference of Russian Nihilists has been proceeding in. London,, and, according to the Daily Mail, the whole of tho arrangements havo been shrouded in mystery, and the hall chosen— the Mall Hall, the Mall, High-street, Notting Hillis singularly adapted for the holding of meetings where privacy is desired. <Wo are told that the conference consists of about 80 members, male and female, the former greatly predominating, and, according to one of the greatest authorities on anarchists and their doings, thoy are drawn from the most extreme members of the Russian Revolutionary party, with a sprinkling of the best known adherents of tho party in London. I "Many of them havo come here," said this authority, " with ordinary passports, and some of them have come with none; but it is certain that the Russian Government knows all about them; and in spite of all their precautions every word which is uttered (nothing is written) will be faithfully reported to the Russian police, by means of the spies who obtain admission us members. You can bo sure that out of the 80 members there aro about 10 informers. There is no doubt that this congress, is a revolutionary parliament of a very advanced typo for tho 'discussion of Russian politics, and quite different from tho Social Democratic- conference of last year, although somo persons havo been in both assemblies." .-
