Colonel Seely (Under-Secretary of State for the Colonies), speaking at Chesterfield, admitted that the unemployed now numbered nearly 9 per cent of the total working population, as against 4 per cent, for the same period of 1907. The Manchester police, by means of their batons, dispersed a crowd of 2000 unemployed who threatened to raid the Town Hall. Mr. John Burns, President of the Local Government Board, has authorised the Manchester Corporation to borrow £50,000 for relief works.
